Analysis and Promotion Plan for Chemical Risk Management and Communication

The chemical risk management and analysis report for Taiwan in 2030 is prepared by sorting out a consistent approach to risk management from a compilation of chemical risk management information from overseas, and reviewing Taiwan’s risk management and promotion system, and the United Nations’ sustainable development goals. Furthermore, recommendations for promotion of corporate social responsibility in Taiwan are proposed after gathering information on the responsible care of chemicals approach adopted overseas, and related approach and regulations in Taiwan. With regard to chemical risk communication, the Plan proposes recommendations for risk communication in Taiwan, and designs communication tools, strategy and approach for different target audience groups, by gathering information on current situation of communications, development trend and case examples overseas, and comparing them to Taiwan’s communication approach. Information on the costs and benefits of risk communication are also gathered and analyzed, and the costs of different types of tools are assessed. Furthermore, the book “Chem Life” has been created based on the Toxic and Chemical Substances Bureau’s Facebook fan page “Chem Life”, its design and layout, categorization of articles and structure. To promote risk communication, the Plan analyzes currently available locations for building a risk communication platform, and proposes a risk communication action plan that combines a scheme for educating and training professionals in risk communication environment. A total of two expert consultation meetings have been held to discuss chemical risk management and risk communication. Contents of the discussions have been included into the Plan’s outcome. Furthermore, in coordination with “Taiwan’s chemical management green financial tools analysis plan”, visits were made to Everlight Chemical Industrial Corporation and Hair O’right International Corporation to obtain advise on the industry’s approach to corporate social responsibility so as to make the Plan’s recommendations on corporate social responsibility more feasible.
